CONSULT ON WOMEN AND LAND RIGHTS

The Consult for Women and Land Rights (CWLR) is a global forum of local national and international NGO’s and Networks, lobbying and advocating for policies, law reform, programs and administrative mechanisms to increase resource base for including land rights of the poor, disadvantaged and vulnerable women. CWLR was set up in 2004 as an informal nongovernmental, independent non registered forum to impact the outcome from Beijing +10. Since then it has lobbied for women and rights at 20 local, national events and international events like NAM summit, MDG summit and ICARRD.

Goal 


Developing district and state level campaigns on women’s housing and land and resource rights, food sovereignty and livelihood security for national and international level mechanisms to promote women and land rights.

 

Implementation Strategy

Through a multi-level and multi-prong approach, develop local, district, state and community-level campaigns on women’s housing and land and resource rights, food sovereignty and livelihood security for national and international level mechanisms to promote women and land rights. Lobby on state level issues emerging out of the local level and link it with the Central government bodies like Planning Commission and National Commission for Women to include women’s land and resource rights implementation in the government planning and associated policy change at the national level.

 

Expected outcomes

1. Creating an action group in different countries on women and land rights after discussion with women’s groups and housing and land rights groups to impact government policy and programming for the issue.

2.Lobbying with movements, researchers and NGO’s to focus on work to develop priority areas.

3. Build awareness of community women such that they claim their rights.

4. Lobby with government authorities and institutions to change policies and programmes from the point of women’s right to land based resources.

ORGANISATIONAL STRUCTURE

General Assembly

The General Assembly is the main policy making organ consisting of all signedup members. It will convene once a year at the Annual General meeting (AGM) when CWLR raises funds jointly for an AJM. The AGM among others formulates, reviews and revises policies and the constitution of the forum

Executive Committee
The executive committee is mandated with ensuring inclusiveness, an agreed common program and non-domination in CWLR. It comprises of nine members : one member as the secretariat coordinator, four who are responsible for mobilising resources and network in India and four members outside India overseeing the promotion and realisation of CWLR’s objectives and working in India and overseas. Out of the group of nine members a body constituting of a Chairperson, Treasurer, Secretary, two representatives of organisational members, two member representatives from international/ regional networks and one representative of individual members will be formed in the near future.

The Secretariat

This is the co-ordinating and implementing body of CWLR’s activities and policy objectives as formulated by the executive committee. Sathi All for Partnerships was entrusted as the secretariat until July 2006 as mandated by CWLR members at the National Workshop In Allahabad in May 2004 and reinforced at the international consultation organised at UNDP hall in November 2005. The secretariat currently consists of the Convenor assisted by two program associates and one administrative assistant and two volunteers. The secretariat works in close collaboration with the executive committee at present all CWLR members work as honorary members. At present CWLR secretariat is based in Delhi India. CWLR hopes that each country member will begin similar country consult groups and link its representatives to work together for learning and joint advocacy.

STATES OF OPERATION

The Consult for Women and Land Rights members operates through the secretariat that is responsible for firming a program of action for developing a program on women and resource rights by:

1. Building alliances with CWLR members

 2. Organising and carrying out state-level meetings and one national-level workshop in collaboration with other NGOs as part of the Consult on Women and Land Rights.

3. Organising civil society and NGO interface with the governmen

4. Developing pilot initiatives on women and resource rights

 5. Strengthening the consult for women and land rights with state level chapters and learning from International exchange programs

Each CWLR member will work within their state/ country chapters to invove local poor and maginalise women to commit to work on their right to land and natural resources at field level. They will raise their own funding for this work. Members of CWLR will raise funds for some joint activities.


 

MEMBERSHIP

Membership to Consult for Women and Land Rights is open to national and international non-governmental organization, community based organizations, individual committed to its objectives and mission. There organization currently has (55) organizational members and (27) individual members.

How to become a Member of CWLR...

1. Organizational Membership:

An organization shall qualify to become a member of Consult for Women and Land Rights (CWLR) if it fulfils the following criteria:

- Clearly mandated to work on women’s empowerment

- Has among its objectives land, housing, livelihood and related issues

- Is willing to share information on its objectives, activities and
programmes with the CWLR

- Is able to pay membership fees to the CWLR. (not mandatory)

- Can commit time in the fulfilment of its objectives to an activity related to land rights and resource rights and partner with CWLR in one way or another with regard to that activity.

- Is willing to raise human and financial resources for joint and
independent programs on women and resource rights.

2. Individuals:

Individuals shall qualify to become members of CWLR if:

- They show interest in the gender equity in housing, land and livelihood issues

- Are willing to pay membership fees. (not mandatory)

-  Possess some basic understanding of the issues.

- Can commit some time to activities of Consult for Women and Land Rights (CWLR) whenever called upon.  

Procedure for Application...

For membership, request for an application form from the Secretariat and fill in the relevant information and attach the organizational /individual profile, which details the mandate, objectives, activities, districts of operation, and interest in land and resource right issues. Attach a reference letter from one of the members of Consult for Women and Land Rights (CWLR) and get the form signed by another CWLR member and submit it to Consult for Women and Land Rights Secretariat. Submit the Application to Consult for Women and Land Rights Secretariat along with the membership fee. The Executive Committee will examine the applications. The new members will be communicated to in writing and then can be listed as members of the CWLR. In the case membership is denied on the basis of non-fulfillment of criteria or proof of the applicant being anti women, the membership fee will be returned.

CURRENT MEMBERSHIP

CWLR Member List

CWLR is an ever growing forum and this is reflected by its constantly increasing membership base which has grown to a total of 87 members over a period of two years. Its diverse membership base spans over Africa, Asia, America and Europe and covers ten countries. Its members include prominent thinkers and activists in their organisational and individual capacities who are committed to its vision and mission.

While all CWLR members automatically become members of its General Assembly, the Executive Committee has only nine members and is developing to become a decision executing authority. CWLR looks forward to bringing together all its General Assembly members in one of the first meetings of its kind. Till then all members need to work in their own capacities and in their own spheres to help in making CWLR’s vision a reality.

CWLR’s Secretariat is the body which co-ordinates and implements its activities and policy objectives.
